I saw this mentioned on the Enchanted Inkpot blog: Changelings and Other Stories by Leah Cypress is free. I have no idea if this is a permanent or temporary free though. Leah Cypress is a YA fantasy author. For those who prefer multi-format, the blog also said it was free on Smashwords.
