    I just finished "The Soulless" which is the first book in the Parasol Protectorate series. It was very cute, and it had a terrific steampunk setting.
    Straight to **** (Book one in the Lilith Straight series) The moment Lilith Straight dies, the Devil appears to claim her soul and cash in on a longtime family curse. Now, Lilith has no choice but to work for him. The job is bad, the boss is worse, and she can’t imagine how she’ll explain her new reincarnation to her eight-year-old daughter. But then an arrogant, yet oh so yummy, incubus shows up…and **** heats up just a little more.

    Michele Black http://www.michelleblack.com/ writes steampunk and does an awful lot of speaking on the topic. I'm not sure that all her books qualify, but I'm pretty sure much of it does. Check out her site at least!

    I second this series. I have also enjoyed Cassandra Clare's Infernal Devices trilogy so far (Clockwork Angel and Clockwork Prince with third out in December 2012), Bluebeard's Machine by Mari Fee (steampunk Bluebeard novella), and Miss Bramble and the Leviathon by Kristin Painter. All of these have strong romantic elements and the last two are straight-up romance.

    I also liked the two interconnected short story collections The Shadow Conspiracy and The Shadow Conspiracy II which are steam punk short stories from different authors that when taken together tell a bigger story.
