Scott Westerfield with 'leviathan' and 'behemoth' is popular but I haven't got around to reading them yet.
My very favorite is the classic Bastable Trilogy by Michael Moorcock
'Warlord of the Air', 'The Land Leviathan', 'The Steel Tsar'
The Land Leviathan is a sci-fi/alternate history novel by Michael Moorcock, first published in 1974. Originally subtitled A New Scientific Romance, it has been seen as an early steampunk novel , dealing with an alternative British Imperial history dominated by airships and futuristic warfare. It is a sequel to Warlord of the Air (1971) and followed by The Steel Tsar (1981). This proto-steampunk trilogy is also published as the compilation volume A Nomad of the Time Streams.

You might be right about the short story, but I never bother to read short stories.
My favorite steampunk book is old and out of print, but came along way before the current trend: Into the Aether, by Richard A. Lupoff. Brilliant Frank Frazetta cover on the Dell paperback. If you can find a used copy, it's highly recommended.
Friends who are into the current crop recommend Cherie Priest's books.
China Mieville is the one who got me hooked on steampunk. I loved Perdito Street Station and The Scar. I *highly* recommend these two
I've also heard that The Girl in the Steel Corset is good; however, I haven't read that one yet.

I can vouch for The Girl in the Steel Corset! I read the prequel novellette (I believe it is free on Smashwords right now) and thought it was fantastic.
I enjoy Cherie Priest. One of my favorite steampunk books is The Different Engine by William Gibson and Bruce Sterling. It's also a good book if you like alternate history.
